What Is Healthy Starts?

 Healthy Starts is a one-time rehabilitation initiative designed to help
licensed child-care programs and community facilities address critical:


  • Health & safety hazards 
  • Structural issues 
  • Code compliance needs 
  • HVAC, roofing, and indoor air-quality problems 


We combine multiple eligible providers into a single CDBG application, allowing smaller programs to access funding they normally can’t obtain on their own.

What Is Healthy Starts?

Facilities located within the required CDBG service area, including:


  • Licensed child-care centers 
  • Family child-care providers 
  • After-school or youth programs 
  • Food pantries & food distribution facilities 
  • Community health, counseling, or rehabilitation service facilities 
  • Nonprofits serving low- to moderate-income households

 

Final eligibility is determined by CDBG rules, income guidelines, and local review.

 Examples of improvements that may qualify:

  • Roof repairs or replacement 
  • Furnace or AC replacement 
  • Ventilation & indoor air-quality upgrades 
  • Flooring that is non-porous and sanitary 
  • Accessibility improvements (ramps, ADA restrooms, hardware) 
  • Life-safety fixes (emergency lighting, alarms, exits) 
  • Water damage repairs 
  • Code-related health/safety repairs

Possible Eligible Improvements

  1. Contact us to express your interest in the program. Call (385) 450-4509 or email jason@summerskyusa.com 
  2. We ensure your eligibility by either 1) checking your location against HUD LMI tracts, or 2) you self-report that >51% of your clientele are LMI families.
     
  3. We send one of our team members to your facility. You show us your needed improvements. We write that into a scope of work and estimate costs.
     
  4. We bundle applications from multiple providers and submit them to Salt Lake County
     
  5. If awarded, we work with providers to ensure work is procured according to Salt Lake County requirements, any paperwork or required evaluations are completed, work is scheduled and completed with your approval.

  • We do have to apply for the funds. You joining as a potential recipient of these funds is part of the process.


  • Submitting interest does not guarantee funding. All awards depend on local approval, CDBG rules, and available funds.


  • We anticipate most facilities needing between $10,000 to $30,000 in funds.


  • We anticipate applying for up to $300,000 in total funds to be pooled across multiple providers.

  • Application Submitted: 1/2026
  • County Approval: January 2026 to February 2026
  • Funds Available: June 2026 to July 2026
  • Funds used and improvements completed: July 2027 (though we anticipate completing improvements well before then)

Providers/Programs must be located within Salt Lake County's CDBG area. Some cities have elected to manage their portion of CDBG funds whereas other cities fall under Salt Lake County's CDBG funding requirements.
